Sounds like the British Royal Ordnance SS109 to me.  Some have had excellent luck with other have had short stroking failures.  The stuff in bandoleers is generally late 80's vintage.

I have some the late '90's stuff that was packed in 200rd. battle packs.  It is very accurate but I've had 3 apparent short stroke failures though it could have been the mags.  I have more to elaborate on but it's late and I'm tired.

From what I've read here, the SS109 has a weaker charge that USGI ball ammo, so that could be the problem.
And I have seen the ad for the BRO ammo in SGN.
I will probably be ordering some XM193 on payday.
