Direct from Immigration and Customs Enforcements website and this opens a PDF file.  This can be found on ICE's main website when you click on the green box at the bottom that states "ICE Detention and Policy Reform".  They're asking for the publics input, SO GIVE IT to [email protected]!!!!

I can tell you personally that if this gets approved, that it will essentially mean amnesty for illegals that aren't convicted criminals.  As it stands, it's hard enough for ICE Agents to arrest an illegal as it stands, this is just another policy to prevent ICE Agents from doing their jobs all while letting illegals stay here without the fear of getting arrested and removed from the US.

Guys, this is amesty at its most basic level... here's why:
-ICE Immigration Agents aren't allowed to do street arests (unless it's involved with an ongoing investigation)
-ICE focuses on illegals that are in jail (called the Criminal Alien Program), but the policy change will mean Agents can't place detainers on someone unless they are CONVICTED of a criminal crime
-BHO can't get Congress to pass amnesty, but he can direct Nappy to reqiure ICE to change the policy for arresting aliens.
