Apparently, the reason they stopped and shot the wrong man was:

The informant had crucial information: About 6 that evening, Blottenberger, wearing his trademark grayish-white baseball cap, was expected to be at a 7-Eleven at Baltimore-Annapolis and Marley Neck boulevards in Glen Burnie.

That's right: The probable cause for this felony stop was a white baseball cap. (Of course, only the bank robber would be wearing this "trademarked" grayish-white cap...)

Fear the government that fears your white baseball cap.

The shooter was in no danger. He should be fired. The FBI should pay that young boyscout a sum in the low millions.
