Lets narrow down the field some.

How much time do you have to dedicate to exercise and training on a daily basis?

Do you mind shedding? Long hair or short?

Do you want a protective dog, an active dog, an outgoing dog, a reserved dog?

Do you want a dog who is easily trained or can you put in a little more time for a more difficult breed?

Do you want another breed that has surgical ear cropping or would you rather a different look?

Do you have kids?

Do you rent?

Do you have a fenced yard?

Do you or anyone in your house have allergies to pet dander?

Do you mind a dog who is more vocal or one that is fairly quiet?

Do you have activities you would like to do with the dog?

My recommendations based on your criteria would be:

Smooth coated Standard or Miniature Dachshund
French Bulldog
Manchester Terrier

I would avoid any of the smaller herding or hounds simple because they tend to be more vocal and in an apartment that can be problematic as people come and go.

In dogs, the ideal combination are a neutered male and spayed bitch, next would be two males and lastly two bitches. Two bitches are the most likely not to get along.

Frenchies aren't an inexpensive breed and they do have to be kept as an indoor dog, but they are a very good breed to own. I highly recommend considering a rescue such as one of these guys:
