A stub, but not enough to pass through the exhaust pipe (moveable) flange and thread a nut on.

Apply plenty of penetrating oil on existing fasteners,let soak.
Secure 1 12pack of prefered libation, 2 replacement stud/nut assemblies as well as replacement donut gasket and hi-temp anti-seize lubricant.
Remove remaining nut , move exhaust pipe out of the way. Use vise-grips or stud setter to remove both the broken and unbroken studs, replace with new studs, apply anti seize liberally to all threads involved.
Insert new donut gasket and re-install exhaust , start engine test for leaks.
Apply libation liberally.
OR.......buy a small pair of vise-grips and install clamping the 2 exhaust flanges together on the side with the broken stud.
