Found a mystery item in the RTD/DLA LESO surplus...
NSN 1005-01-507-7672
MODIFICATION KIT,GUN,WEAPON

It came out in 2003 and they still procure them in 2018. It's for a carbine (M4?) "MOD KIT,CARBINE INS" is the assigned part name.
Unit cost is $534.00

That's all I can find on Google too.

So I'd like help figuring out if they're useful enough for my LE agency to want any for $53 each. Please advise if you can.

and evidentially manufactured in house by ARDEC.

that's all I got but I'm guessing tools based off that description, armorer's wrenches or something. I'll keep digging though.

ETA apparently the Midvale, Ohio police department bought two at full price (so like ten times what you're buying them for)

These agencies each have some:
25 at Oxford, AL PD
15 at Ventura County SO (CA)
2 at Midvale, OH PD
and they all received them 2009-2010

I sent Midvale an email. They look like a small village PD so maybe the person reading it will know about them. If not, I'll try the other 2 agencies.
That's a fairly large box, so if it's tools for the M4 it's probably worth it, but DSS Weight shows 4.00 which if I'm understanding correctly is 4 pounds so idk.

I know they didn't pay full price though. That was the DoD acquisition cost. Agency prices are according to their state. They call it an "administrative fee" because the feds don't charge anything, and the controlled assets still technically remain DoD property. In LA it's 10% of original DoD cost, which is probably the most common, but a few states have an annual "subscription" type fee to be in the LESO Program regardless of what you get.
