I'm building a simple security system that includes a remote control infrared camera hooked up to a computer taking stills at x frames per second recorded to DVD.  Is there a software program that will make the camera follow a heat signature and switch to real time video.  If software is not available, how hard would it be to create?

does it exist? yes. Take a trip to Fry's and look at the cameras with built-in pan/tilt/zoom. They all come with software to do this.

Fry's doesn't sell IR cameras; I assume what you really mean is near-IR cameras, which Fry's sells and are cheap and widely available.
