Yes. Some power supplies have a speed controlled fan that is controlled by a heat sensor. When first turned on they defulat to 100% until an accurrate temperature can be taken. Also, your system tends to draw more power at startup and thus produce more heat.

As long as when it runs up ti doesn't have any grinding noises coming from it I would agree that it's probably just a variable speed fan designed to keep noise to a minimum.

keep an eye on it, if its the fan going bad replace the powersupply, they aren't that expensive
