Plenty of Blu-ray players that up convert. I've got a Sony one that I bought for $70ish? that can up convert to 4k and has digital coax out. No reason not to get a Blu-ray these days. And yes they all play DVDs too.

1st, your TV is already doing the conversion to 4K.  So the choice is either 1.) Have a player do the conversion or 2.) have the TV do the conversion.  



Sometime a player will do a better job than the TV can at upconverting but there isn't a "need" to get an upconverting player.

May not be worth the effort.  Going from the resolution of dvd to 1080p is one thing.  Upscaling all the way to 4k will likely make the image look pretty poor.
