Just makes it easier for Microsoft to charge you for apps since you are already logged into the store and they already have your credit card number!!!!

Go to the store and click on an app to buy it (click the buy button). If you have entered your credit card even once for anything microsoft under your log on account, they have it on file, and unless it has expired and can not processed, will not to ask for it again.
Now back up for a second and think if your kid has logged on and you let him used your credit card for anything Microsoft. Guess what, he can now "buy all the apps that he wants at will, since it your credit card tied to that account.
Hence the reason that Microsoft what your log- on to the computer, the same as your log on to Microsoft the same, it make it quicker/ easier as a mistake, for you to spend money with them.
Apple has been playing this game with the Apple ID for a long time (CC required), and Microsoft is now catch up with the game.
