I can't for the life of me figure out how this is done, it almost looks like a scale model.

all photoshop and/or filters/nd grads imho.  depth of field is not that extreme in long distance shots even on a lense with a large aperature.  The lighting looks waaay to even for the sun and or even overcastish point of light so i would have to say it was evened out with an nd grad or more likely shadows/highlight in photoshop, could even be an HDR(high dynamic range) photo.

its so mr. rogers neighborhood lol.
