Can anyone recommend a video card for me?

I want to spend under $100 bucks and need something in PCI x 16, whatever the hell that is.

The computer I have is here

I just want something that can play CoD2 and Oblivion.  My old computer crapped out and I bought this thing, but it doesnt play any new games at all, and I think the problem is that I am using the onboard video.
