If going the business route, note the permit is issued to YOU and not the business, be prepared to show documentation of how much cash, jewels, pharmaceuticals (drug company reps) you carry, where you carry it, crime statistics for that area, etc. Basically, the judge can make whatever decision he wants, and it is up to you to take as many of his arguments away from him as possible. Trust me, its not easy. If they are deadset against issuing unrestricted permits they will fnd something to hang their hat on in case of an article 78 hearing.
The good news is, if you live in a county that is distinctly anti-carry, but your business is in a county that is more likely to allow carry. You can apply through the businesses address. I have a friend who was at one time a senior law enforcement official for the state. Because he was a peace officer and not a police officer, his agency required that he obtain a permit in addition to carrying on the badge. His hometown judge would not issue an unrestricted permit. So he went to the judge in the county where his agency had its HQ, and he was more receptive. The same can be done by business owners, but you must have operations in that county. I know individuals who have gone as far as renting a room in someone's house for $100 a month to apply in a more friendly county.
