"No Either Sex Season" means bucks only during gun season.

"Refer to page 55 for either-sex days for archery and black powder seasons"

In those counties you listed, you can take a doe ONLY during archery season and muzzleloading season.  Once gun season begins, you are not allowed to take a doe in those counties regardless of what you are hunting with.  So, if you bow hunt during rifle season you can only take a buck in those counties that don't allow the taking of does.
