I'm unclear on this. I found a great deal on a stripped lower receiver in VA. Can I, as a Md. resident buy this through a VA FFL? It's within driving distance so I figuresd it would save time and go get it myself. Please advise.

Nope....its gotta be transfered through a dealer here in Maryland and you have to go through the 8 day waiting period as its a restriced firearm.
