Specifically, A Rossi 92 with round barrel and a pistol red dot.

I'm looking at the noe rail and the turnbull sight dovetail mount.  Both require removal of the rear sight.

Does anybody know which one mounts the sight lower?  

The turnbull is advertised as for a fastfire - will a vortex or Deltapoint also fit on it?  

Any other better options?

Pearson rail has a built in adjustable rear sight. They have a short rail for dovetail too.

Yep, this is what I did on my Model 92 Ranch Hand. I love it. Such an accurate little gun with a red dot on it and wadcutter 38's. Almost went with a RMR, like you are wanting, but had this red dot laying around.

Newer manufacture Rossi M92 carbines are drilled and tapped under the rear sight for a scope mount base which is offered by Rossi/Taurus

My rossi is drilled for the rossi rail.  I have read that it is kinda cheap and hard to come by, thus why NOE makes their rail.  
That pearson rail looks bulkier than the NOE/Rossi option and is much more expensive.  

My biggest concern is getting the lowest possible mount also, the turnbull looks lowest based on pictures I think?
