Saw a post on a facebook page im on and the guy has a soild green tip raufoss round. He claims its a limited production run that he got for testing. I asked for a headstamp pic. Anyone ever heard of such? Just wonder why they would do green but not white and green like normal.

Actually, it's the other way round.

Green was the original tip color code, still is for Norwegian production, NM140.  US asked for a change to the bullet design which became NM140A1, aka Mk211 in US service.  Mk211 carries the Green/Silver o rGreen/White tip color code.  Other countries use what they want, Silver/Yellow, White/Yellow, whatever.  So if it was Green tip and for US contract, it was the early version, before they changed the bullet becoming NM140A1/Mk211.  You could call that Green tip a limited run I guess, but the Norwegian issue round is still green tip.  So that couldn't be called limited run.
