M995 is WAY too new to have been surplussed (and Klinton banned surplussing of military ammo in '97), and none has been pulled down, and probably won't be for many more years. And, the military has only purchased relatively small quantities of it. Stealing a few rounds of it is probably the only way you'll find any.
Note: there's a dealer at PRK and AZ gun shows that sells stripper clips loaded with green and black tip bullets, both advertized as "AP". Assuming fraud, I went ahead and purchased a $5 stripper clip of the "black tip" for testing, and pulled a couple of the bullets. As I expected, they were IMI SS-109 bullets, NOT the tungsten-core M995 bullets. Just as I suspected, the @$%# dealer turned normal ammo into "AP" with a brush and some black paint. Only 50 cents a round...
