Are Model One C.A.R. 16" Kits with A2 uppers Chromed?
also are the JT Surplus CAR 16" kits chromed?

NO & NO.  The ONLY way to get chrome with J&T is to substitute a Colt pre-ban barrel, with Model 1 a FN pre-ban barrel (20" A2 1/7).
