You can't convert an existing lower; these are specifically manufactured with no open mag well, which is why they are apparently being allowed. The guy who is making them is in the PRK, and will be manufacturing them here, so no importation is necessary. He recently, after a minor modification, got Caliban approval for this lower.

You can "shotgun" the thing open, or fill the 10-round mag via the ejection port (if your fingers are small enough).
