Everyone who is still in business, but Colt? would be my GUESS.

I've read here that Olympic and Bushmaster are.

Oly rebuilds SGW
I have a feeling if you call Linda at RR and sweet talk her and send some flowers you might get a PWA redone but no guarantees or bets.

As I understand it, any manufacturer can send a request to the BATF for a variance to replace a broken receiver, but only for products they manufactured or for a company they purchased.  The receiver will have to have a flaw/defect that could cause serious injury or be damaged beyond repair.  I've heard second hand that Colt refuses to do this, but I have not experienced it myself.
