Ruger makes a compact rifle. 16.5" barrel 223,243,7mm-08 and 308. Check the Ruger web site.

I had an old Remington Mohawk 600. It had aan 18" barrel in .308
It was a great little rifle. It had one hell of a bark though. |

Weatherby makes a 20" bolt gun, IIRC? Most likely, Remington will as well.

Russian M44 would be my first choice, unless you're looking to scope it for long range use...
