Is the M4 actually an "M16 A4" or is it designated as an "M4?"

If so, then why the huge change in its designation?

The M4 is a carbine version of the M16, early on with a carry handle, now mostly with flattop.  The M16A4 is a flattop version of the M16A2, still 20" as is the M16A2.
