valmet and galil covers will fit com-bloc ak's interchangeably. only the most tighly fitted action covers will hold a reliable zero (my galil wiggles a little bit, as have the valmets and other galil's i've tried. but when shot, settle down to "very close" to the same position).
the yugo "double button" action cover is THE prime candidate for a rear sight mount, but none was ever developed, that i am aware of. even with two locking buttons, there is still perceptible play in the action cover.
as m4a2 stated, israel galili actually bought his first receivers (m-62's) right from valmet.
in "real life", given the expected usable range, the action cover apeture sight is an improvement upon the standard kalashnikov forward mounted rear leaf/sliding notch sight.

if you look around, the valmet and galil action covers are sometimes to be found for sale. at knob creek i saw galil covers selling for $150.
off topic, but perhaps of interest: the accuracy level of the kalashnikov can be easily upped with the installation of a good trigger. you would be surprised how much better they shoot with a short take-up, smooth shot release set up.
