Are those the lower grade WP intensifiers Armasight is using?

Yes, I have had hands on experience with the ECHO tubes. They are 4G, and in some cases just as high performance as the full up INTENS 4G tubes but with more spots. 4G ECHO tubes have a different spot spec and performance standard than 4G INTENS tubes. Its similar to the difference in L3's 18UC vs a 20UM tube. The 4G tubes I have tested still can't hang with L3 Filmless in low light but a 4G ECHO PVS-14 is less expensive than an L3 Filmless unit so it's a good option for someone in the the 3kish PVS-14 range. Until glass is available that matches the 4G performance spectrum 4G tubes will be at a disadvantage to L3 filmless with current MIL spec glass.  Even with matched glass I have not confirmed the difference. When we get some we will give it a fair shake.
