ATF generally honors CLEO signatures for up to one year. At 366 days, it's time to start over.

You can give it a try. The worst they can do is reject it –– and in that case, it will already be in the hands of an examiner, who will send it back to you for replacement with a current signature on a new copy –– but you will send it directly to the examiner, not go to the end of the line. All you will have lost is the time it takes to get a new one signed, and the mailing time to get it to the examiner.
Probably. Unless they decide to make an example of you.
