I've heard of it occurring occasionally in other states. I think a lot of New York's requirement is due to the BATFE field office there.

Spoke with Wave last night, he is not sure if it is a NYC/LI thing or if it is state wide.  LI is covered by the NYC field office and he applied right after 9-11.

Theoretical question...if the C&R license is issued by the BATF, how can a state put any requirements/stipulations on it?

Spoke with the regional office today and without asking directly was able to glean the following...  Sometimes the license application takes around 6 weeks to process because ATFE is now swimming in explosive license applications.  Said I heard the procedure might be slightly different than NYers and was told that it was the same.  Send in the application and check and wait for it in the mail.  She said absolutely nothing about an interview or a visit.

I am left wondering if this is a time frame thing, as Wave applied for his right after 911.  Or maybe it is a location thing, Wave and Green18 are on Long Island and are serviced by the Manhattan (NYC) regional office.

I guess I'll keep my eyes and ears peeled and will report back to all of you what the process is like for an upstater.

Because one of the requirements of any FFL holder are that they comply with all State and local laws.

Federal regulations are considered minimum guidelines. States and municipalities can always add things. Additionally, as a condition of issuance, you must agree to comply with all State and local laws pertaining to your license. For example, New Jersey doesn't recognize C&R licenses.

Same here.  Not sure if it's a NYC or NY State thing, but I have never heard of a resident in any other state getting a personal interview.
