Looks like a Mayflower LPAC. I have that exact same carrier and it's the cat's meow for carrying soft and hard armor. It is cut for Mayflower/Velocity System's soft armor, but I did make a set of Paraclete soft armor fit perfectly without modifying it.

It was made by Beez Combat Systems to hold my custom cut Safariland Level III-A NIJ panels. I love it and yes it is concealable without the placard.

Finally have a first line, second line, and third line.  In the spirit of "could this forum be better," thread, a little info and whys:

First line - Ronin shooters belt I got on sale a few weeks ago.  Not their highest end model but still pretty stiff.  I prefer to use it with the Costa leg rig; that way I can still get to mags with a jacket, sweatshirt, or untucked shirt.  EGL dump pouch, BFG micro trauma kit, knife, tourniquet, and BFG boo-boo pouch.  Years ago I went the sleeved belt route; I'm too skinny and got annoyed with it bouncing and shifting every time I broke stride to run or crouch, etc.

Second line is pretty self explanatory.  Spiritus micro fight.  Love it; keep gloves and ear pro in the top pouch, binos in the sack.  Don't necessarily always carry the sack.

Third line is an AWS yote pack I got after some recommendations here.  Full size BFG trauma kit now on one side, hill people gear bottle pouch on the other.  El Cheapo Bear Grylls knife on one of the side pouches, used it recently for cutting branches after I moved a game camera.  Not always on the pack.  Pack is just the size I needed, mainly bought it for carrying my bump helmet and NV, with water/warming layers/other third line stuff inside.

No.  Part philosophy and part laziness I guess.  I have a Glock 22, but its whole dedicated purpose is to be HD/nighstand gun.  It stays there aside from periodic range time, and if I'm not home, it's there for my girlfriend to use if necessary.  My "philosophy," although against the current grain, is that I don't personally feel it necessary.  I went into combat as an infantryman with just a rifle.  Not a perfect analogy for my civilian life now, but my mindset is still that my well-maintained, quality primary weapon is all I need.  I'm sure that statement will generate flame and scorn, but I'm not hating on the concept at all.

Not saying that I won't ever add a handgun onto the first line.  One of my goals next year is to save up and get a custom Glock 17.  If that happens, I'll add it onto the belt and train accordingly, but at this time, no.

I always carry a tourniquet in my bfg holder, and torn between dump pouches. But being a small waisted guy, I don't have much real estate to begin with.

I pull it out when I get in a vehicle.  Its extremely easy to remove from the pouch.  Just slap it back in when I leave the truck.
