A half-assed job for an assassination weapon - it is possible to make one and have the phone remain FUNCTIONAL.  Granted it would be a single shot, but it would give better cover...  Chamber pressures on a .22 (especially a subsonic round!) are low enough to make a lightweight bbl to replace the antenna tube, and cellphones are usually used in dense enough areas to not require the obvious antenna.  

The other ones that worry me are the Mossad "issue" phones - the ones with the 1 oz "sheet" charge of Semtex-A3.  Nasty little devices...
