I like to carry cocked and locked but damn the safety is a no go.
  It doesn't lock in place at all just a little friction.  Is this normal

Normally the issue is that it takes far too much force to move it.

You are either missing the detent plate or the spring.

Ill pull it apart and check it out

It may not be fully moving into position.  Does it give you a nice loud click when moving into the SAFE and FIRE position?

If not, you might be missing that little plate that the spring pushes up against the left side safety shaft.

If it's new, CZ USA should take care of it for you (they might even fix it/send you the part if it's used, if you call them).

I think they've started selling that part on their website store, too.
