I noticed when I was looking at one of my shells I shot yesterday that it was slightly bulged at the base of the case. They weren't hot reloads or anything, just cheap Winchester white box. Why is this? Is it just an inconsistancy at the factory? Can you use brass like this to reload?

The "bulge" occurs at the 6'oclock position when the gun is fired. That is the spot with the least case support. It is normal and yes you can reload the cases.
