I have my scope maxed out on elevation and windage...its still shooting about 1ft high.
And when I sit back and look, it seems like the scope is canted to the left quite a bit.

Its an old TG Knox gun.

Where can I send it to get this fixed?

Conventional scope? You can shim it for elevation, but that won't help windage.

You use some quality rings, torqued to spec? Maybe consider a different set or lapping them before going further?

Its a Pso 4x style with SVD mount

A previous owner of the scope probably misadjusted the turrets.   Look for the scope adjustment info on Kalinka's website.

I should probably add that the reticle is adjusted to the far upper right hand corner as well.

I'm guessing the cheap route would be to add shims on the mounting bracket itself? (On the horizontal and vertical faces?)

The scope sits to the left more than is usual for a side mount?
It's an original style scope?
Posp style?
