i bought a m70 UF kit for fun.  wow, how solid the demilled kit feels compared to my century.  no jiggle on the handguards at all.  

looking at the kit's gas tube next to the century build's gas tube, i can tell century filed/grinded a good piece of it off to make it fit their build!  i didn't measure it, but you can clearly see it with your eyes.  no wonder it jiggles!

That's odd, because in order to get correct headspace, the barrel would be pressed in exactly as far as on the original, and the gas tube should fit perfectly into the rsb. But what do I know. All I do is build in my garage.

maybe these M70 yugo handguards are like mine where they are about 1/2" longer lower and longer tube (1/4" longer both in front of and behind the top handguard)...   real close, but different..

looking at the century gas tube, i can see the grinding is uneven.
