Can you shoot 5.56 milsurp like ss109 out of a .223 vepr?

All the ".223" marked VEPRS are actually chambered 5.56. So you can shoot it with no problems. The only reason they mark ".223" on the VEPR's is because it is a sporting caliber and makes importation less of a hassle.
