Looks like a very home-brewed Romak3. I wonder if there is an attempt at a free-float handguard and an abbreviated gas tube to maximize the effect?
But given the mucky rep of most all guns bullpup-version triggers, I wonder of you can get a clean enough pull to make it worthwhile.

If they put a PSOP scope on a M39 Mosin-Nagant, maybe Uly had this built for sale at IO.

what use would a sniper rifle have if it has no stock to steady it? what about proper eye relief?

the muzzle break would also give away your position after the first shot.

looks like a bad idea to me.

I'm surprised you guys weren't more familier with this thing.  It's been around forever, and it's specifically name in the "ban list" after the SVD.

yup... this rifle has been around for a while. I saw it on Russian forces on the news during the Soviet break-up when the country went to shit. Ministry of the Interior troops and special forces use them or something.
