Can some one explain for me the difference between an Romanian AK47 and a Romanian SAR-3 rifle? Thanks.

Romanian AK47 = 100% romanina parts, caliber 7.62X39, used by the romanian military, full-auto.

SAR-3 = romanian parts kit with the correct number of american made parts to be an american gun, making it capable (legally) to accept high capacity magazines, caliber .223 (or 5.45, i can never rememeber if its SAR2 or SAR3, one is one, the otheres the other) and its semi-auto

SAR1 is Romy ak47 for US sales. SAR3 is Romy ak74 clone with a Bulgarian bbl/trunion since the Romys do not make a 5.56 bbl.

My Romanian rifle is "rebuilt" with American parts by Arizona Response Systems, and refinished in Metacol III..very nice. So it sounds like it's a SAR-1....?  I appreciate the feedback.

Mostly likely SAR1. There are some WASR/Cugir/WUM Romys as well but the SAR is dominant. And if ARS did the work, congratulations!
