I am doing a weld build on a bent Tapco flat.  I used the rails that came with the flat.  I plan to cut a length of 1/4" rod to use as the crossmember, welded in place.  What length do I need to make it?

1.17 inches is standard.  

Thats 1.25 inches internal receiver width less 2 x .04 (.04"=1.04 mm, standard Tapco rail thickness x 2 rails).
