Yes, they are press fit. Once you install the sght base, you will need to drill through the barrel useing the holes as a guide. Then just hammer them through.

So I need to press out the pins from the FSB, press it on, then using the holes as a guide drill the same ID through them to notch the barrel and install new pins to keep it from moving? How did the guy I got the FSB get it off the barrel without removing the pins then?

That's pretty much it. You should drill the holes a couple thousands undersized for a nice tight fit. The guy you got it from probably drove them out, removed the from the barrel and pushed the pins back in so they wouldn't be lost in shipping.
