I have a carbine buffer installed in 10.5in upper. The bolt is not locking back on last round. I believe it to be a buffer issue. can anyone give advice where to start?

make sure its a carbine spring and not a rifle spring

Bolt not locking back on last round

Means too strong spring or too long
Or under gassed slightly

Check gas port obstruction and alignment

Confirm you can lock the BCG back manually on an empty mag, and that the bolt catch actually rests on the face of the bolt, not in the face of the carrier, to make sure the BCG is not being physically stopped short by something such as too long a buffer or action spring.

Have you tried it with different and multiple magazines?

yes I can manually lock BCG with empty mag. nothing is being psychically stopped. the spring measures 10 5/8.
