I'm at a loss.  How is the telescoping m4 stock removed from the buffer tube?

Pull straight down fully on the lever as you slide the stock off the extension tube.

Instead of squeezing that lever on the bottom to adjust the length of it, pull up on it in the opposite direction and slide off.

It's fairly simple.

Manually pull on the position locking pin from the outside until it clears the buffer t00b and slide it right off, Cleatus!
