I do not have the Quantum so I do not know if this will help or not. I have the Gen 2 M-lok that has the full top rail. It measures 9.25".

Measured from the side, mine's a tad under 9.25". When the gun is assembled, it measures 16 15/16 from the back edge of the receiver by the buffer tube to the end of the handguard.
