What tool can be used in lieu of the CAR stock wrench?

I could'nt get to my stock wrench once and had to use a pipe wrench with tape over the teeth, just left a shinny scratch on the ring.

i use a brass punch and a hammer.

Yup! Either a screwdriver and hammer or a punch and hammer! Just be careful you do not mar the edges of the groove of your buffer tube ring.
