Someone told me if you buy an 80% lower and finish it off yourself, it is considered "Home Made" and not needed to be registered.

I also saw on the front of this website a man get off of a machine gun possession rap cuz he made them from scratch.

Whats the real deal?  Can you legally home make an AR?  An M-16?
