Assuming the assault weapons ban DOES sunset, is it possible to thread the muzzle of my post-ban upper so I can have an A2 birdcage flash hider installed?

Is this possible? How much would this cost to do?

Sure, it is easy and very possible.  This is as simple of lathework as it gets.

Once the barrel is off the upper reciever it should only take a few minutes to turn down the muzzle and cut threads.  Cost by a smith?  perhaps 20-30 bucks.
