is it legal to buy an adjustable buttstock, attach it to a post-ban rifle and somehow make it so the stock cannot be adjusted? the reason for this is that all fixed stocks are either too long or too short for my liking. thanks for the help.

I believe it is legal as long as the pinning mechanism is not removable (ie:  it has to be blind pinned).  Just make sure the rifle meets the minimum length.
