What is a gas block sight base and should i get one? Thanks

You might want to post a little bit more information on what you are trying to build.

In general, an AR won't work as a semiautomatic without a gas tube.

The front site base of an A2 AR-15 type rifle acts as a "gas block".  There is a hole in the top of the barrel underneath the block that transfers the expanding gasses from the hole in the barrel to the gas tube.
