In a previous post someone mentioned a newer version arms 59 with longer top rail,does this exist. thanks

The ARMS #59 is the full length SIR. Some early pre production models were out that had a slightly shorter top rail, but there were VERY few of these. All the new ones and any you may buy right now have the slighly longer top rail.

Ditto that. The top rail on the preproduction versions were a bit shorter than on the production ones.
