I do it sometimes ... usually I smack it against my other hand, though.  I do it when I see a round isn't seated properly, or sometimes as a sporadic habit.  But I definitely don't do it all the time.

I always tap 'em before loading into mag pouches.  I don't know if it helps reliability but it does make them rattle less.  

It is not a part of my reloading drill, they come out of the pouch and directly into the magwell.

I always tap before loading the magazine into the rifle.  US Army taught me to and it works so I keep doing it.  Alot of times I just do it out of habit without thinking about it.

+1 before inserting in my weapon or my duty belt.  Nothing like drawing a fresh mag out of your belt and finding that the top round snagged and is standing at attention.
