They look like they were manufactured 7/97 and were wrapped 7/98 what do you guys think?

Unless you are a LEO, I would stay away.

Opening price is low, that is a tip-off that something isn't right and that does appear that bag is marked 7/98.

ask the guy.  the date on the bag is meaningless.  only the date on the mag matters.

for instance, some M14 mags are double wrapped.  i've opened a few where the outside date was 91 and the inside bag was 70.

Did Okay use green followers before 94?
