69 views and nobody has any leads on M199 (the inert dummy round with the fluted walls)?

Very rare anymore, Forest. I'm not sure they are very widely used even in the military anymore.

If you reload, you can make your own. Drill several holes in the case walls so it's obviously a dummy, and seat a bullet. Instant dummy round...
